Efforts to reduce expulsions controversial

The school district initiated a RJ policy with the intent of reducing the number of expulsions.  Sure enough the expulsions went from 18 to none.  Subsequent investigation revealed that those who would previously have been expelled now received a “stipulated expulsion,” a transfer to another school in the district with a further consequence of other disciplinary measures. http://www.dailypilot.com/news/tn-dpt-me-0202-expulsions-in-newport-mesa-20140201,0,6117776.story
